While some civilizations offer more consistent Tourism generation or adaptability, the following civilizations excel at securing a rapid Culture victory under the right conditions.

Jayavarman VII - Khmer: A Relic-Fueled Rush

Jayavarman VII's Khmer civilization is typically viewed as a religious powerhouse, leveraging Holy Sites and unique buildings for Faith generation. However, a focused Relic strategy can propel you to a remarkably fast Culture victory.

  • Leader Ability: Monasteries of the King boosts Holy Sites, providing extra Food and Housing, and triggering Culture Bombs.
  • Civilization Ability: Grand Barays enhances Aqueducts and Farms, increasing Food and Faith production.
